Any thoughts on whether outsourcing to Costa Rica or Trinidad makes more sense than India or China?

I frankly haven't considered it. Timezones seem a lot more appealing, but I'm not aware of the governments in those countries subsidizing, etc. to put infrastructure behind an outsourcing sector on a large scale. But I'm sure there are small-scale opportunities, and certain employees would probably be willing to hang out in a place like Costa Rica and work remotely.
